The Dominican Olympic Committee incurred in 2021 in irregularities in the management of the RD $ 42 million that it received through the National Center for the Promotion and Promotion of Non-Profit Associations, (CASFL), a dependency attached to the Ministry of Economy, Planning and Development .
In a report dated November 25 of the current year, and requested by Diario Libre through the Single Portal for Access to Information Request (SAIP), the CASFL explains that, as of November 5, the COD had only rendered accounts of the January-July period, despite having received disbursements until November for RD $ 39,061 million.
“The private organizations that receive transfers from the Government and that are included in the General State Budget, must demonstrate their existence and regular operation.
For the transfer of financial resources, a detailed report of the monthly application of said resources must be delivered every ninety (90) days to the Undersecretary of State for Planning, through the corresponding sector institution.
Institutions that do not comply with these obligations will automatically lose the right to receive resources from the General State Budget, ”says Article 93 of the application regulation 40-08, of Law 122-05, which regulates and encourages Non-Purpose Associations. profit in the Dominican Republic.
The Dominican Olympic Committee requested RD $ 173.4 million pesos from the CASFL, of which RD $ 42.6 million were approved. In its budget, the COD details that it allocated RD $ 11.6 million pesos for the promotion and dissemination of high-performance and national sports through the Colimdo TV and Multimedios Colimdo platforms, more than double what is allocated for technical monitoring and development of the athletes.
Likewise, it allocates RD $ 12.3 million as "logistical support to the federations"; RD $ 1.6 million for special projects such as olympic gala, meetings and assemblies In addition, RD $ 3.5 million for the Olympic shelter: accommodation for athletes, coaches and leaders and use of facilities. RD $ 6.6 million were allocated for payroll, payment of electricity, RD $ 1.8 million, water and garbage, RD $ 42 thousand and "other" RD $ 20,000.
The findings However, the investigation findings revealed the following irregularities.
1. Of RD $ 3.5 million budgeted for the Olympic project, expenses of RD $ 5.5 million were reported.
2. No evidence of reported activities was shared.
3. Three administrative employees from the accounting area were recorded in the line of operating expenses and not administrative expenses.
4. RD $ 1 million was paid to the Dominican Federation of Clubs, which is governed by the COD, which indicates that this institution is being benefited twice.
5. In the "other" line, RD $ 20,000 was budgeted but RD $ 550,716 was reported, which exceeds the amount budgeted in the grant application.
This caused it to be given a score of five out of 25 on the accountabilities reported through the ASFL Comprehensive Management System.
A source from the Sports Ministry told Diario Libre that these irregularities caused the CASFL to propose the complete elimination of the subsidy that the COD receives, but due to the intervention of Minister Francisco Camacho it was reduced by 20 percent by 2022, to RD $ 34 million.
In its conclusion, the CASFL established: “Based on the results presented in the findings section of this report, we can say that the Dominican Olympic Committee, Inc., does not adhere to the provisions of Articles 90 (literal A) and 93 of the Regulations. Application No. 40-08 ".
The report adds that on November 5, executives of the Olympic committee contacted the CASFL and corrected their accountability and their rating, which improved to 19 points.
