Santo Domingo, República Dominicana.- A juzgar por la carta del pasado 4 de abril 2019 bajo la firma de Marius Vizer dirigida a los presidentes de
las federaciones nacionales parecería que la Federacion Internacional de Judo (FIJ) tiene contrato de exclusividad de los atletas de las casi desaparecidas Uniones Continentales y los países que las conforman.
La norma afecta a atletas cadet, junior y senior para que no participen en ninguna competición de otro deporte de combate a menos que sea autorizado.

La misma ha sido circulada por la propia FIJ y por las Federaciones Nacionales que le son "leales" para complacer a su presidente Marius Vizer a sabiendas de que el dictamen es un burdo acto de ilegalidad.
La FIJ se convierte en tribunal cuando define que a la primera violación dictara dos meses de expulsión en las competiciones y campos de entrenamiento de las retrospectivas uniones continentales del atleta.
Para la segunda violación dos años de suspensión en todas las actividades de la FIJ y de la respectiva Unión Continental.
Con esto se le pasa por encima a lo que debe ser un tribunal de disciplina quien previo sometimiento tiene que informar los cargos al atleta para permitirle su amplia y segura defensa.

Luego de emitida la sentencia del tribunal de disciplina y cuando el atleta no este de acuerdo con la misma este tiene la posibilidad de ir al Tribunal Arbitral del Deporte con sede en Lausana, Suiza.
Como podemos ver la FIJ se abroga el derecho de suspender un atleta sin darle derecho a la defensa y obviando pasos preliminares decisorios como es el del debido proceso consignado mundialmente.
Esta acción de Marius Vizer se da ante el empuje de otros deportes como Jiu Jitsu, Kurash, Sambo, entre otros, motivado al mal manejo en las relaciones de la FIJ pues es esta entidad que coloca vetos a diferentes deportes de las Artes Marciales para su integración a organizaciones internacionales y eventos mundialistas.
No existe norma alguna que prohíba a un atleta participar de otro deporte a menos que tenga un contrato de exclusividad con determinada disciplina lo que no sucede con la FIJ.
Es hora de que el Comité Olímpico Internacional intervenga en esta situación que va en contra de lo mas importante de deporte alguno como son los atletas.

The IJF becomes a court when it defines that the first violation will dictate two months of expulsion in the competitions and training camps of the retrospective continental unions of the athlete.
For the second violation, two years of suspension in all the activities of the IJF and the respective Continental Union.
With this, it is passed over to what must be a disciplinary court who, prior submission, must report the charges to the athlete to allow him / her ample and safe defense.
After the judgment of the disciplinary court has been issued and when the athlete does not agree with it, he has the possibility to go to th Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.
As we can see, the IJF repeals the right to suspend an athlete without giving him the right to defend himself and avoiding preliminary decision-making steps such as due process worldwide.
This action of Marius Vizer is given to the thrust of other sports such as Jiu Jitsu, Kurash, Sambo, among others, motivated to mismanagement in the relations of the IJF because it is this entity that places vetoes to different sports of the Martial Arts for its integration to international organizations and world events.

It is time for the International Olympic Committee (IOC) to intervene in this situation that goes against the most important sports such as athletes.
